All In One Pc ...or not?

I'm looking for a new Pc - Where to start??? regular desktop or the new all in one's. Also, Dell or HP? I'm using Dell desktop Dimension 4300 Win XP 1.6 Gig.processor for almost 10 years now. All I ever did was format the hard drive 4 times and upgrade the memory and hard drive. I was told Dell isn't what it use to be. Any opinions would help. I'm not interested in notebooks or laptops...I hear they don't have the life expectancy, and can be an ongoing expense with the fan and battery. I will start first with energy star ratings. I'm only seeing Energy Star ratings on the All In-Ones.

These will continue to be offered and for the price I wonder if it's time for a laptop. As to Dell, no company is what it used to be. That is, service is not included.
